Question regarding 70 Cuda seat belt retractor

I posted a question on the Moparts forum and didn't get any responses -- hoping someone here can help.  Bought my first Cuda recently and when going through  the car I noticed the seatbelt retractors between the seat and rocker panel for both front seats moved under the carpet.  When I removed the  door sills and pulled back the carpet I found that the bolts attaching the retractors to the floor weren't threaded for the last 1/4" inch or so, allowing the retractor to pivot. (As would be correct for the belt attached to the tunnel area.) Were the incorrect bolts used or is this application  correct for a 70 Cuda?  (Last Mopar was a 69 Road Runner in the early 70's, last 35 years of collector cars were primarily GM products.)

The bolts all have that space. Some of the bolts are longer and shorter. Sounds like it is correct. It will move a little.

I have a 70 chally and the seat belt bolts have a space for the belts to swivel except the retractor bolts.  They were threaded all the way as to be able to tighten the the retractors.
