I would just fill the torn boot with silicone ?

Yeah that's probably what I will do, I think a small piece of rubber hose over the tranny lines where it rubs,to help keep any bare metal contact from happening can`t hurt either. Thanks!

Yep I had a screwdriver didn`t turn over just sparked.
Thanks Strawdawg Is this how I jump it? I made a couple notes in the pic.
 I used to know how to do this on a 67 Cougar back in the day but I forgot how to do it, the NSS was bad on that car too. I think I also had to run a wire from the solenoid to the + side of the coil to keep it running does that sound right? I wont do all that now I`ll just replace the bad part when I figure out what is bad.

That would be correct.  But, it seems you have established the problem is at the starter so it is not needed now :)

Hit the starter with a hammer a couple of times and see if it cranks :) Sometimes this works but is not a fix.  I think Chryco is right about what is probably wrong
