99 was the first year of the electric blend air door motor vs previous cable operation. Try disconnecting the battery first, waiting and then reconnecting, may just be out of calibration and this will force a re-calibration.

If your engine temp is OK on the gauge, then it is your blend door. If the engine is not getting warm enough, then it is probably a broken thermostat. (very common) My blend door is messed up so I laid some towels on the air intake (plastic grills at the back of the hood area) then shut the hood down on them to hold them in place. Raised my heater duct temps by 15 degrees ( less cold air allowed to reach the blend door).

some good Dodge truck advice in here too!

I forgot that I had a blend door issue in my 02 Ram. It was probably the only "problem" I had with that truck in 130,000 miles I owned it. But it wasnt even "my" problem, since it only seemed to blow some warm air at the passenger!
Wish I still had that truck. Sold it to a friend who totalled it one month later
