Sounds to me like the VR or the grounding of it. When you install the new VR, make sure it is getting a good ground by using star washers. Instead of just the sheet metal type mounting screws, I (and others) use a 1/4" bolt and secure with a nut and star washer on the backside. You still have the battery to rad support ground and engine to firewall ground connected?

the starting issue is the first I would look at , you need to make sure you have a good connection at the battery clean & tight & at the starter end as well as the pig tail to the relay & the wire form the starter to the relay . The second thing is too look at the same connections on the negative cables , there has to be a ground cable from the cylinder head to the - battery terminal + you need a pigtail to the firewall where the headlights ground by the radiator . If it still will not crank over , test the battery , it may have a weak cell , if it still will not start the starter could be a problem .
 the Charging system is relatively simple & is working , all of the older cars dim slightly at idle & brighten with RPM , you could install a new style nippondenso alt , the gorund problems/ battery connections could be making the charging probles worse though  so start there
