ported vacuum signal

The ported vacuum port on my holley 3310 (750 vac seconday) has a vacuum signal at idle.

Is this a sign that the throttle blades are open too far or a sign of something else?

the only way to create ported vacuum is air flow though the venturi as it is above the throttle plates , at idle there should not be enough air flow to create vacuum in the venturi , could be an internal problem
