What are these holes by tail lights

I'm working on sealing up any holes to help with exhaust getting in my car.
I notice there are 12 holes across the bottom lip of the panel under the tail lights.

70 Challenger, is something missing, or another "addition" over the years?

There was a metal filler strip attached there from the factory.  The filler strip takes up the space between the bumper and the tail panel.  They are available new I think.

Thx for the info, found some for sale.  They don't give any info about them, just "Challenger bumper filler"

Any idea if it is metal or rubber?  I'm guessing rubber from the price ~$70.

Next question, anyone know how this would attach, screws or maybe those push in locking plastic clip things?
Holes are pretty small, maybe 1/8"

The filler is metal and was used from 70-72.  73-74 got a much larger 3-piece rubber filler.

The filler attaches with screws.  I can't tell you if they are philips or hex though.  I'd have to look at my fastener guide.  Make sure you use some strip caulk around the screws so you don't get any water coming up into the trunk.

For a 70 Challenger it was a metal strip.  I can get you a picture if you need one.
