I have the bumper on but now  I can't get the valance panel to clear the exhaust tips. Not sure if the exhaust tips in exactly the right position.

Should I have installed the valance panel first?

From the looks of things the valance needs to be installed first. I say this because once the bumper is installed, the mounting screws for the valance are pretty-well hidden.

What came first, the chicken or the egg?    :banghead:

I always installed the bumper first to avoid scratching the valence panel. The thing is, my valence doesn't have the exhaust cutouts, so maybe it is easier in my case. Well, I shouldn't say easy... But easier than you have it apparently.

it is about the only part of the assy I cannot figure out how the factory did it ... I install the valance first & fight with the bumper bolts but both block the other no simple way to do it .

after more fitment trys, it is def the exhaust tips are not lined up with the valence...back to the exhaust shop.... :banghead:

The hangers that bolt to the trunk floor can be moved side to side.  If you still need to move the tips some more, loosen the clamp infront of the muffler so you can turn it slightly.  That will move the tips. 

I'd remove the tips until you get the valance on.  Then you can adjust the hanger possition and/or muffler to get the tips to fit.  You shouldn't have to take the car back to the exhaust shop.
