It should be worth the price depending on quality of work done.

the chassis and motor an drive drain are good,,but the cab needs attention as he chopped it but not good  , thats the biggest pit fall

Just me... but I'd like it better as a rat rod or something closer to stock? Not a fan of those wheels?

If you have the skills, the time, and the money to finish it, it will be a great truck. Show up with a pocket full of cash and start at $4k or even a little less. You'd never be able to get it to that point for $4k or even the $6500 so if its what you want its a good deal.
