What is this part called?

SO this small trim section above the rear bumper and below the taillights would be called what?

Also, can anyone tell me which fasteners are correct to attach it to the car?

Pan head Phillips sheet metal screws I believe
The funniest thing about this particular signature is that by the time you realize it doesn't say anything it's to late to stop reading it.
