We really need to know more information about the car.  Such as:

-What engine and tranny type originally came with the car?
-Does it have the original engine and tranny?
-How much rust is there on the car?
-What type of body work still needs to be done before paint?
-What parts are missing from the car?

A picture of the fender tag would be a big help.

Once we have this information we can start giving you some opinions on what to offer.

I wouldn't touch that car at anywhere near $8k. Find a better car. A member here "72hemi" has a nice 340 plum crazy / white car for less then $8k and the body work is near done. Look him up you will be  much happier then buying this one.

Looks like a green car originally.  That hurts the value a little.

Does it hurt the value cause its a ugly color :poopoke: or because that color is more common?

It does seem that the regular green colors have lower value because of the color.
I think the bright, higher impact colors tend to hold better value

But that does not matter at all in means of value if you are someone who is going to build the car how you want.
