It can be done, with very careful prep.  The surfaces need to be spotless and grease/silicone free. 

I washed and scrubbed with purple green, and then water and Dawn soap.  Then I carefully and light wet sanded the surface very lightly with dawn and water with 1000 grit.  Then I painted with vynil specific paint

Ive done it black over red, and black over green (kick panels, door panels, pillar covers)

How was it?:  Depends what part was painted:  Any place where you scuff or constantly place a body part, like a center console lid or top of inner door panel, it will eventually wear thru and you will see the original color   

I have never dyed a plastic part, so i cant help there
