Cuda Ralley Scoop inserts..... Stuck?

Trying to pull out the scoop inserts (Cuda Rally twin scoops). 

I pulled the two screwsm but is that all I need to do?  They seem stuck in there good.  I don't want to break the locater studs tapping on them.  Maybe just some penetrating oil?

The two anchor nuts seem to have a rubber o-ring type thingie... or perhaps perfectly symmetrical sealant squeeze out?  Is this something that might be holding

I dont think there should be anything holding them but the 2 nuts or 2 screws for 71-up.  Maybe  some one put them on with a dab of sealant?

So there was some stiction as the anchor nuts have sealant to capture them.  I was able to free them with no damage.  Thanks!
