The advance dealer shipping notice has the info that is on the window sticker. So the answer to your question is yes and no. There is more info on what the car was built with than the fender tag has, but not every feature like the build sheet contains.
My car had two build sheets that unfortunately were for an FC7 TA 22 vins past my car. So when I got my Mr Norms paperwork, I learned that my car was built with steel wheels from the shipping notice. That sort of bummed me out because I had rally wheels on my car. I found some '450's rather quickly which seemed pretty pricy (late 90s), but lucky I found bought then at the time. 4 or 5 years later I could have sold them for 3X what I'd paid!
On the sales invoice, a salesman had written "rally wheels" but it was scratched it out. The identical unrestored Mr Norms TA 2 vins past mine has rally's on it. So it looks like rally's where added to some steel wheels TAs at Mr Norms, but on my car apparently the buyer balked at paying for their addition. He probably put cragars on it right after buying it or something.
All in all some interesting stuff to be found from the paperwork.
