    It's a road lamp wiring harness, looks to be 1970. Your missing the relay that would plug into the 3 terminal black connector

    Definitely road lamp harness.

    Hopefully you still have the relay.

    I was lucky and the only thing missing was a cut green harness to the lights from the firewall and it worked!
