16.5 Volts at Alternator; 13.5 at Battery

I have 16.5 volts coming out of the alternator and the battery is getting 13.5; problem is that it never stops; this pattern is constant; I replaced the voltage regulator today with no change.  I have not disconnected/wired up my Amp meter yet; will this help? Any advice?
I think I will modify the red/black wiring through the firewall like in the 'MAD" article. That might help.

You have high resistance connections in your charging cct. you are dropping 3v over poor connections. You need to take apart connections and clean/tighten them.

Yep,  bulkhead connections may be fried. Check the voltage on the red wire at the column connector. Doing the bypass will help but you need to get rid of the drop so the voltage sensing is not being fooled

3v drop will create a lot of heat maybe the battery is damaged

This is after I cleaned and greased all the connections. The red wire on the bulkhead connector was melted when I got the car and I fixed that with new connectors. The battery is new.  I figured that if I used the MAD conversion, I would eliminate all the male/female connections and thereby improve everything.
