Seat belts won't extend etc

I have the 1974 seat belts.
90% of the time I can not just get in, and pull the seat belt, it is always stuck in some stupid position.
Is there some adjustment or something that can be done?
Eithe the front won't extend, or the back part of the front, or both.
Then if and when you do get them on, you can't move, they do not extend with you, they are locked.

nice arn`t they , Popsiibly cleani9ng the lock part of the rachet may make it work better

I have pulled the plastic cover off to get at everything and have a look.
It is spotless in there, no grease (dried up or otherwise etc)
If I remove the little spring metal spring from it's rest in the body of the seat belt spool, I can fully pull the belt out and let it go and it rewinds etc.
The seat belt body assy that is bolted to the floor is the seat belt bolt for tjem to have a sholder on them that pervents tightening the assy righ to the floor, or is it supposed to be tight. (not that that would cause this, but as another issue)
Is there a newer alternative that fits right in?
