The white plastic spacers and additional ground wire are used on A Bodies and B Bodies, NOT E Bodies.

I agree those spacers are used on columns that collapse down near the firewall, E body columns collapse at the crush can just below the steering wheel and the column shaft telescopically collapses so there is no need for the column support bracket to move down.
