Any ideas on these 4 holes?

72 Challenger.  Does anyone know what the four holes are for in front of hood latch mechanism?  Please see pic.

I do have a factory hood release inside the car.  Does this mean this car did not come with the outside hood release?

Down to limited number of parts on restore and can't locate this.

I assume the inside hood release cable attaches right to the hood latch.  If that's the case, then you wouldn't need the standard release lever.  If the header panel is original to the car, you should be able to see if a bolt has ever been in those holes.  Probably not...
