So, pretty good story here.

As I posted above about the title thing, lots of confusion.

I researched the original title owners name and ran into a ton of "pay for this information" people search's. Of course, as great as the internet is I could not find information about him without having to pay for something.
I started back tracking each owner through each previous owner that had put their names on the title. After talking to some dozen people and tracking down each of the guys on the list I finally come up with a facebook contact.  Why I didn't think of checking facebook first I don't really know (i'm getting old??).
After messaging the original owner on facebook I got a phone number.
Texted the young man and he works 5 days a week.  All hours of our Department of Motor Vehicles. So he pretty much says he can't do it. 
I reply by offering him 25 bucks and he suddenly is willing to figure out a time to go by and do it. 
I text him here and there and he is always at work.  Today I text him and he says he'll meet me there in 5 minutes.

We get the title thing done and everything goes smooth as could be.

Turns out, the young man is my next door neighbor.  I see him every morning start his vehicle at the same time I do to warm it up.

2 weeks to find the person, and he is literally 40' away in his home right next to me.

did the truck look like it does now when he owned it. or is it at A place ware he couldn't see it. that is quite A coincidence! good story.

How easy it would have been, or ironic if the truck was at your place and  he saw it and recognized it. but that would have been way to easy!
