Challenger flip top gas cap trim ring

I was installing my flip top gas cap on my '70 Challenger today and the trim ring is sort of loose.
I'm not sure what holds it in place other than the flip top cap assembly keeps it from coming off, but I don't see what would keep it snug against the body?
I tried some 2 sided tape under the ring but that didn't help.
Is there a gasket that goes between the cars body and the ring?

There are tabs on it that you can bend to put some preload on it against the quarter panel.
