I am getting ready to install my front elastomeric bumper. I guess you put the brackets on the bumper with the road lights attached-then mount it to the car, but my bumper brackets had a factory center bar that linked them together. I don't see this in anyone else's pictures. Is this part used when attached with road lights?

That factory cross bar is ONLY used on Barracudas or Cudas with the front bumper guard option.
It's not needed for what you're doing.
