Bracket on convertible wheelhouse

What is this bracket for? And I only have one on the driver side, nothing like it on the passenger side.
Not attached at at the top, only to the wheelhouse...
Its the one marked with an X in one pict, on top of a convertible wheelhouse, the other picture from the trunk.
Towards the rear it has a felt glued to the edge.
