All non AC E-Body cars received the fresh air vent you have pictured and was on the drivers side. There is a hole (about 8") in the upper firewall where it attaches to. On AC cars, there was now hole.

Also, cars without a heater came with an air box on the passengers side as well.  I believe it was a mirror image of the drivers side

Look closely at used ones.  The rubber seal around the flapper is molded in place.  If that seal is damaged or if the flapper is heavily rusted, look for another one.  In the first link you posted, the flapper looks like it's rusted through.

did some cars ever have this fresh air duct "deleted" (like the Hawaii heater delete option) on a non ac car?

The Charger box in the second link is the same. The contour might be a little different but I think that's more the angle of the pictures than anything. As far as I know they were the same.

You can disassemble the flap if you're willing to drill the rivets on the cable attachment/flap stop on the outside of the box. With that off you can tilt the flap and slide it out. With the flap out you can cut the rubber seal and peel it off, then do whatever you need to do to the flap and glue the seal back on. Then install the flap and rivet the hardware back onto the outside of the vent. Needless to say it's better to find one that doesn't need to be repaired, but they can be repaired if need be.

I just bought one a couple weeks ago for the non-AC conversion on my Challenger. It was in great shape (better than either of the two listed) and it was $50.

This one is in MUCH better shape then either of the ones you listed, although a little pricey with shipping. Still cheaper than the first one you posted, which is a disaster and WAY overpriced.

 :clueless: :dunno:

Being on the road, I am not sure about them being the same, but I believe they are the same, don't hold me to it.  As far as to the fresh air delete, I think not, but there seems to an exception to every MOPAR build. :2cents:

The duct is fairly easy to install, so take your time and get the correct one with a good rubber seal.
