**** UPDATE **** Ok, I must be tired.  Definitely frustrated.  Went around one more time and it lines up.  I don't know what else to check.  I have replaced the carb, ballast resistor, cap, rotor, wires, plugs, coil, and starter solenoid. Tank and lines have been flushed and filled with new fuel.  Fuel pump pumps good.

When I try to start, I have to hold the pedal to the floor and it will only fire and run while the starter is engaged with the flywheel.  What am I missing?  What else can I check?

Could be that it is on the exhaust stroke, pull a plug, put your finger in and when the pressure pushed your finger out, that is th compression stroke. Then start there

TDC mark lines up twice once on compression & once at split overlap..... You need to know which one you have...

You need to pull #1 spark plug & put your finger over the hole while bumping the engine over... When you feel compression bring it up to TDC & see where there rotor is pointed.....

Ok, timing is ok.  Got a good puff when at TDC and rotor is on #1.  So looking at my starting symptoms what else could it be?

Does it stop running when you let off the key ? Try by-passing the ballast resistor altogether by connecting the two wires together ? :dunno:

I thought that too, that's why I just put on the new one, but you never know.  Mine is a 4 prong ballast resistor, what jumps to what?  I assume post to post across from each other in the same line right?
