Was it a factory option ?

NOT a factory option, but I'm sure you can get a hinged version of in aftermarket...

That one is likely a full fiberglass hood using 4 hood pins .

Not on E bodies. 69.5 six pak B bodies were the only factory offering with lift off fiberglass hoods.
