No brakes on front end.

I know it's not a challenger or cuda, but it is a Dodge. I am working on a 1967 W200 power wagon for a friend and need some suggestions. Truck has been sitting for 10 years and I completely replaced all brake components( master cyl. , lines front to back, wheel cylinders, kept brake shoes because they had good amount of lining, and replaced the proportioning valve. I was not able to find prop valve for this truck, so I was told that the prop valve from a "B" body car should be the same. I ordered one and installed it. They  look identical.  The problem is I only can get the rear brakes to work.  If I hold down the pedal, the rear brakes engage, but I have zero brake action on the front.  I have tried 2 master cylinders, have bench bled each, and there are no leaks anywhere.  I still can only get a firm pedal when it is a third of the way from the floor.  I also adjusted the brake shoes  out until they drug slightly on the drums. This truck has drums front and back and the master cylinder does not have a booster. I'm at a loss of what the problem could be. Helppppp please.

Do you have any fluid at the frt wheel cylinders when you bleed them? Is there a reason you needed to change the prop valve? Could you swap back in the old one just to see if the new one is the problem? No kinks or squashes anywhere? Frt cylinders free and their pistons moving freely? All plumbed correctly? Master cyl putting out fluid from both ports when bench tested? Just some thoughts.

The old prop valve was junk due to the crud in it from sitting so long. Tried to soak it, but it didn't help.
Yes I get fluid(no air ) when I open the bleeders on the front.  Rear bleeders squirt forcefully, but fronts just flow out with very little force. 
Plumbed the lines same as the old.

Almost sounds like you have a master for a disc car?

From what I've read the aftermarket proportioning valve are junk(over 50% bad) so my first thought is that's where the issue lies..
Could be a bad Master cylinder ... If dual Master cylinder the best proportioning valve solution is from Wilwood 260-11179
