Odd pump like pedal

Title sounds odd but I couldn't think of a better way to describe it. While checking fuses under the dash of my 71 Cuda I saw this odd pump like pedal above the high beam switch. It had to vacuum lines coming off going through the fire wall to nothing. What is this thing?

Removing the warning labels one at a time.
Nature will take care of the rest.

Maybe it's me but i think this was not so common on Mopars...

Just a guess on my part but probably more common on older models then going electric on newer models.
My 1971 barracuda also has one for what it's worth

I would imagine the upgrade level also dictated it as well. Mine with it is as base a model as they came.
Removing the warning labels one at a time.

my 71 barracuda vert has an electric pump in the bottom of the washer fluid reservoir.  Not sure what options gave you what.
