8 3/4 Pinion Snubber Bumper Replacement

Last time I replaced it, I didn't really figure out the proper way to bend the tabs to get it tight to the bracket.
I ended up pounding on it...
Is there a method or tool to use?

I would try and hold the bumper as tight to the plate as possible (vice, vice grips, clamp, etc. ) and then bend them over using a hammer and/or perhaps a piece of round stock (round bar).
