This has been discussed at great length and it appears there is not a "set" position or distance the tips extend past the rear valance. Those who are into restorations and do restorations and have looked at original cars state that this varied quite a bit. I normally like mine just past the valance; too close and you get exhaust soot all over the valance, too far and it looks unattractive.
Current Mopar
70 Challenger RT 440-6 EFI, 73 Cuda 416-6 EFI
05 Hemi Durango, 01 Ram 4x4, 14 Ram 2500 4X4, 10 PCP Challenger 6 spd RT, 01 Viper GTS ACR, 52 B3B w/330 Desoto Hemi, 70 Hemi RR (under const)
Past Mopars
9 x Challengers. AAR Cuda, 4 RR, 2 GTX, 4 Chargers, etc... (too many to list)

My original tips stick out different lengths due to the original owner modifying the exhaust, but the one that sticks out about an inch leaves a lot less soot on the valance than the one that's half an inch. I think that something in the inch and a half range would be about right. Remember, if it seems too long, you can cut it back- much tougher to add that half inch.
