Removing instrument cluster

Is it possible to remove the instrument cluster without removing the steering column and the dash?

I was driving down the freeway, and noticed the speedo needle was vibrating harshly and was just a blur, and broke off. I suspect the speedo cable probably needed lube. But I need to take the speedo out to repair the needle.

Yes . . start with removing the light bar that shines on the gauges, then undo the bracket that holds the steering column in its spot so that it drops down some.  Once those two things are completed, most of the screws that hold the cluster in will be visible.  The lower trim on the dash can be tricky as well as some of the screws are difficult to get at with the dash still in the car but not impossible.

Have done it many times, make sure you remove the switch panel first. It also helps to pull the drivers seat so that the steering column can pivot down and out of the way.

Further to the steering column hitting the seat ...... you can remove the steering wheel by removing the horn cap and unscrewing the three nuts that hold on the steering wheel to avoid removing the seat.
