Cuda road lamp lights and axillary lights

Why are some cuda road lamp lights yellow and some clear? My broadcast sheet says auxiliary lights option.Different than road lamp lights?

I recall, by hear say, that the yellow lights were specific to a few states.  State requirements. 

Can someone else confirm that?  I've not had any of the road lamps in my hands so I have no idea aside from reading stuff on forums.

I do not believe that there were any statutory requirements for the yellow lights (could be completely wrong), however as driving lights they were not real effective so I believe that people put the yellow lenses in as fog lights.
