sky [budget ] is the limit
340s should run mid 13s to low 14s & make 250 rwhp approx

you would need over 500 HP , strker would help , you will need great cylinder heads & a perfect cam choice to get 11 & street it still

what does your challenger weigh?
My 74 Duster ran 11.50's with a 318, lots of moolah in it though.
