Exhaust clamps, where and why?

My stainless steel exhaust tips arrived for my Challenger. Couple of questions:
1) If using clamps, does the tip go inside or over the car's exhaust pipe?
2) Would it be better to just have it welded on?

welding is an option , TTi uses a stainless band clamp & a small rivi tto keep the tip from rotating , the rivit is held in place by the band clamp
