Is their a rule book judging or restoring a 71 Cuda

I am restoring a 71 Cuda and don't know where to find the correct information on what it looked like from the factory

Hey welcome to cc.com!!  All you have to do really is ask all your questions here and I think you will find someone that can answer them!!  As for a "rule book"    . . . that would be sweet but not available that I know of.

I want to restore the front grill and lower plastic grill is it painted the color of the car or silver and argent?

Well the first thing I would do is post your fender tag and lets have a look to see what options that car came with.  That will help tell what color the grill is suppose to be also I believe!

This is a 72 (cloned as a 71) and I don't have a fender tag. The car is painted ev2 hemi orange with a 440 billboard. I replaced the taillight panel and front fenders. I purchased a grill and painted it silver and argent but I don't know if that is OK. I also purchased a lower grill but know what color to paint it.

With hemi orange, your grille should be painted to match, just not the insert areas.  They should be argent.
That is if your car is a cuda clone. Not all of the 71 cuda  grilles were color keyed. None of the 71 barracuda grilles were color keyed.  
The lower valance insert should be painted to match as well.
