I think it's an automatic car and someone spliced in the 4 speed stuff. It's the only thing that makes sense because the guy probably got a deal on the hump and pedals but had no extra steering column.

Does anyone know if a '71 to '74 B-body column is the same as E-body??

Are the doors original to the car and if so do the door and ignition work with the same key?
