If you're talking about the front fender on cars that had 15" tires so that the tire wouldn't rub when making a sharp turn, I've heard of people either cutting or rolling back a small section of the wheel lip. When I bought my Challenger in 2004 with the 15" wheels, my car already had a small section cut out from the wheel lip and a corresponding piece cut out of the wheel opening molding.
