torsion bars

my old tires were 25 inches tall, new ones are 26.6, my car sits pretty high in the front, the previous owner had the front sit a bit higher in the front than the rear, he was worried about the oil pan, hitting something, the susspension is very stiff on my car.. I want to lower it, not sure where to do this, but I heard (adjust the torsion bar) thats how it would be done. I did take a pic of the clearence I have now between the groung and pan. also will lower the front cause the back to sit a tad higher, seeing that the front is higher now than the rear??

first jack up the car & remove the weight from the suspension [use jack stands too ]
 inside the lower control arm from the botton you will find a 3/4 " bolt , turn the bolts counter clockwise 4-5 turns [same amount on both sides to keep the car level] & lower the car , repeat until you like the stance

 Also since the previous owner raised the front and may not have done it exactly even, once you got it where you want it, measure each side to make sure it's even. I used the top of my front fenderwell to the ground.
