I didn't use this on my dash but have been very pleased with Krylon's Fusion. It is available in black satin,as well as other satin & gloss colors, but is hard to find satin black. Locally we have Hobby Lobby a craft store which is the only place that carrited satin black. I painted my door panels and I doubt anyone could tell the difference. Also had good luck with a Krylon's textured flat black to paint the radio & heater bezels.

I use a spray bomb from a body shop supply store called "Trim Black". I don't recall the manufacturer's name but it is a low gloss black inbetween a flat and a gloss.

My dash was not in bad shape but I was having a fit trying to get it clean, there was a lot of buildup of ick that just smeared and dried back dull. I found that denatured alcohol followed by Novus plastic polish would eventually take off the ick.
