Foam between dust shield and spindle?

I found pieces of white foam about 1/16" thick between the dust shields and spindles on my 70 Challenger disc brakes. Are they necessary? What do they do? Any ideas where I can find replacements, or maybe the material to cut my own? Thanks.

I usually use gasket material found at the auto parts store and make my own..I guess they are to keep dirt out of the inner bearing seal.
