E body 4-spd bracket

4-speed cars used a bracket for the cross-shaft, or Z-bar, that is welded to the top of the frame rail.  How about the other bracket in the photo - the bracket with the oval lipped cutout in it - was this used on all cars?  What years??  Photo shown is a '71 Cuda.

The oval lipped hole provides access to the ball stud used for the z-bar support bracket.  My automatic 72 cuda hardtop has it and my automatic 71 barracuda convertible has it.
