Seat belt too far gone? and Repair or replace the seat back?

Can my seat belts be restored?  They look like they've been sitting under the back seat for years.  If so, whats the best way?  Also, my drivers seat back is broke pretty good, and it looks like someone tried to hot glue it back.  Are the repop backs good enough quality that I'd be better off with those or repair it?

These guys can restore them. As far as the seat back.  I am unsure.

Mine belts didn't look much better, I used a citrus cleaner with stiff brush & lots of hot water, for rust on the webbing I diluted some Lime Away, scrubbed but did not let it sit before rinsing. Plastic polish on the buckles but the chrome that was bad can't really be helped, maybe some sliver paint.

The crack can be filled w/vinyl repair, Kits avail. at Eastwood. Lots of patience.
