Plum I did some checking. Here is what I have gotten.
In British Columbia (BC) the insurance website is
www.icbc.com. They have metioned another service that does a Canada wide search. I emailed them to see what I could get on a car's history and this is what they had to say.
Mal;
If the vehicle has been registered (or had its registration renewed) in the
last five years, we will be able to provide the same current information as
we could for any late model car.
Historical records will be sparse, as no one was digitizing and selling this
information until the mid 90's. Many jurisdictions did not make this
information available until the late 90's. We will not get US history or
import information on this vehicle.
In conclusion, we will not be able to prepare a "pedigree" for the vehicle,
but we can let you know if there is a lien registered against it right now.

I was thnking I might use them to try a search on my car but it doesn't look too promising. From what he has indicated if the car hasn't been registered in the last 5 years they won't be able to help. By the way both sites have a charge for their service.
From what I have gathered you do not get much help doing the owner search. It would be better to try and get what info you can through a lawyer. The charge as I recall will be about the same.
