The center section of my 70 Challenger RT hood is painted flat black. It is a plum crazy conv. without hood pins. I've seen them without the detail also. Was this an option? Is it part of a trim package? Should it be there at all? Any info would help.

The fender tag should have the code 'V21' representing the hood blackout treatment.

It's a decal, not painted on.

Take a look at JS27NOB's car and you will see mine, except I dont have the luggage rack and mine has black sun visors. I'm new to this but I'll try to post some pics.
