833 OD Transmission problem will not shift into 1 or 2nd gear

I've got my engine and transmission put back into my 70 340 Cuda and now that I've been hooking everything up I got to the shifter and linkage and it will not shift into 1st or 2nd gear. It shifts into 3rd, 4th and reverse but will not shift into 1st or 2nd gear. I took the linkage off and tried to put it in gear on the side of the transmission and it will not move. This is a rebuilt 833 OD transmission I picked up a mopars at Indy and it shifted into all the gears when I got it. I have put a new side cover gasket on as it was missing and thought it was all put together correctly with the interlock levers but will not shift now. If anyone has ran into this issue let me know the fix so I can start my new engine and drive the Cuda again.
