    What are the most likely proplems and solutions to make my fuel gauge work again?

     :( Most likely, it's the sending unit. There is hope that maybe it's just the ground strap connected to it. Maybe it isn't making a solid ground connection anymore. Other than those 2, you are left with the gauge itself, or the wiring. Have you ever had the sending unit out before? Chances are, it might be a rust bucket. These are a cheap fix, thankfully. Let us know if you find anything out.

    could be the voltage regulator on the dash as well but the temp & oil pressure would quit too

    Take the wire off the sender & connect directly to a good ground.  This should make the gauge read full.  Also, you could look a the lead w/ a voltmeter to see if voltage is there.  If not, go back to the gauge itself & see if voltage there.  Ign sw must be on for this test.  Ovmf
