Fender tag paint removal

when my cuda was purchased the previous owner thought it would be cool to paint the outside silver and the engine bay black. anyways he painted over the fender tag with black paint and i was wondering what the best way to remove the paint would be. removal is not an option. i can see the original paint poking through.

If he used a spray can, the black paint should lift after a brief soak in laquer thinner.
