hood mounting plate, broken bolts

One of the previous owners of my car broke the two rear drivers side hood hinge bolts off in the fender well.  Does anyone make this piece?  Ive started removing this bracket but I wonder if it would be easier to cut the welded bolts off the bracket and reweld some new ones?  Ive tried wd40 and heating the rest of the broken stud from the back in hopes of breaking them loose but I havent had any luck with this.

Any help would be greatly appreciated

If you have the fenders removed, you can see the plate the hinge blots actually thread into. It captured by a second set of tabs. You can cut the tabs, and remove the plate, then drill out the bolt remnants and tap the holes. Then just slide the plate back in place, adn weld the tabs back. That plate is absically a giant washer, so the tabs holding it to the body are not under any stress, or visible later.

Have you tried using a bolt extractor? They are reverse threaded and should grab the bolt. You can pick one up at Lowes or any auto store.
