I have a 72 Road Runner with a 400 auto.There is a wining noise in the trans at low speeds especially when it down shifts.Is this normal? I think I remember having a 727 years ago that did that.

A 727 will have a normal low gear whine to it,there should be no whine in third gear.Basically if you have a whine that is getting louder,then you have a problem.
