no fluid to rear brakes!

I have a 73+ A body disk brake set up and can't get fluid past the OEM prop. valve to the back brakes. Maybe I assembled it wrong when I cleaned it? all connections are correct. The front bled perfectly. All parts are new. Brake pedal is rock hard even when the rear WC bleeders are open. is the "stack" correct in the picts?
Thanks....

Are you using the proportioning valve that came with the E-body or the combination valve that came off the dart? Is this manual or power brakes? Let us know what master cylinder and prop valve or combination valve you are running and we can go from there.

Mopar OEM prop valve for 73 Dart, manual disk - drum. Master cylinder for same application. all new parts, OEM valve disassembled and cleaned. Question is...is it assemble correctly at the bottom of the valve as per the picture?

I flipped the seal, so the lip was down rather than up. They bled fine. I can't tell from the pict whether is should be up or down......but being it worked....I guess lip down in correct.
