Did you check the fuel pump push rod like CP said? I had a very similar problem a while back and the push rod was to blame.

A little tell take sign is if the pump was easy to put on. If the pushrod is not worn, it will push the pump away from the block, making installation not so fun since you are trying to reach under the alternator too.  :pullinghair:

When I put the pump on I felt a little resistance, I thought it was due to positioning. How do I change the push rod?
At this point I'm willing to try anything.

under the pump you will find a small plug , after removing the pump remove the plug & the pushrod should slide out through the hole where the plug was, the pushrod is still available New from Mopar in the performance catalog

Yes. It has an Allen head on it.

Just something to watch for, the last one I bought from Mopar Performance still had the "tit" on the end of it where they parted it off during the machining process.  It had to be hand filed and polished.
